I'm still waiting. That cite neither answers the specific question (the law that makes lying to start a war illegal), or the previous more general question (ground for impeachment of Bush, Cheney and perhaps others).

With the latest exposure of pre war memoranda, its clear Bush looked for any excuse to start the war and chose to present intelligence in a way that made his case.

No that isn't clear.

Even if it was that isn't the same as lying. If you believe something is true and you look for the intelligence that supports it and ignore the rest that doesn't amount to lying, even if your belief turns out to be incorrect.

If you were not ruled by partisan politics, you would also recognize that Iraq is a disaster.

I think your ruled by partisan politics, but the issue of Iraq being a disaster or not being a disaster isn't relevant to the ground for impeachment. If Iraq was as big of disaster for the US as the 3rd Punic war was for Carthage, that still wouldn't mean that Bush lied, or that if he did that a lie not under oath would be an impeachable offense.
