When you allow cross over voting, you encourage voters to become pernicious with disposable votes. Say in 2012, when Hillary runs for reelection and no Democrat challengers surface, cross over Democrat voters can throw the Republican nomination to some McCain type who would be unacceptable to the Republican base. This would assure Hillary a second term.
