The law I referenced is very broad....

For something to be a criminal offense the law has to be specific. Otherwise, people don't know what is permitted and what is forbidden by the law and prosecutors or other local, state, or federal officials can intimidate and control people with the threat of arrest even if all the people threatened have made every effort to follow the law. Laws do get struck down for being unconstitutionally vague (although since you quoted a part of the constitution, it can't, by definition, be unconstitutional)

Frequently (but not universally) "high crimes and misdemeanors" has been interpreted as requiring a crime to actual have been committed. A crime has only been committed if a specific law has been violated. If your standard for "high crimes and misdemeanors" does not require any specific crime to have been committed than you should explicitly say so.

But its clear to the rest of us.

It may be "clear" to you, but that doesn't make it actually true, let alone both true and solidly established.

I believe in kharma and whether Bush gets inpeached or not, there will be a payback for what he has done.

Impeachment has close to a 0% chance of happening. As for karmic payback are you talking about the supernatural, or do you think that Bush will face some payback after he leaves office?
