They didn't have electric fences In the times of "Mr. Chips." Not for homeowners, anyway. In those days there were no leash laws in our small town and all dogs ran free. It was cool, as you knew most of your friend's dogs and they would pass through your yard now and then. Most dogs became street-smart about cars pretty quickly -- or else. All in all, I think it was much better for dogs in those days.
