"That is a far cry from a memo saying they DID." You are absolutely CORRECT, JDN. There is no evidence the public is aware of that states as a fact that these things happened. (Only reports from the FBI, Doctors without Borders, the Red Cross, etc., that repeat what certain detainees have alleged happened.) Certainly nothing like the evidence that interrogators used 'sexual humiliation tactics' (sexy girl feeling you up, that sort of thing) against some detainees... where we have sworn testimony from a former GITMO guard that it happened. Still waiting for the Pentagon's report on this matter to be made public. The report was finished at the end of March... but so far hasn't been released in any form.
