medicaid seems hopeless, but they ought to start by rooting out the corruption by have TERRIBLE penalties for cheating and enforceing them

The Republicans wanted to pass a Medicaid reform in 98 that would have done the same thing the welfare reform bill did. Get the people off of that shouldn't be on. The same shrill cries come up on it that we heard on welfare. It needs to be done now, but "guess who" are gutless.
