It's a health insurance benefit subsidized by taxpayers.

If the recipient is paying $72 per month premium and the care "costs" $500 per month, the medicare recipient derives a benefit.

Medicare is not pay as you go, correct?

It's got a lot of "welfare" in it, but not as bad as Medicaid. I haven't reviewed the numbers recently.

That is certainly the left view.

Give the money to the government to manage and they will have to pay it back with 50% compound interest.
