The change occurred because AQ launched an offensive against the Saudi government (which AQ sees as corrupt, and irreligious), and the attacks were aimed at destabilizing the Saudi government. These tactics were exactly the same sort of tactics used in Egypt, by AQ precursors, when Sadat was in power (if I recall correctly), and the people of Egypt were as unwilling to be stirred up by AQ, as most other Muslims have been.

So the Saudis cooperate to shore up their (undemocratic) power, using US information and assets to aid them in this task.
