John, it appears to me that what you described, was people taking undue advantage of govt programs (lets assume its called "rip the govt off").

It probably happens even today in the Beltway area, and/or potentially those who abuse opportunities created by Dept of Homeland Security. (not even going near PA Turnpike abuse here :-)

I was unable to see anything there, that was a specific govt welfare program, meant to be nationwide in nature, that was cut off.

I know that big intersection. What a mess with the train, busses, cars, trucks and the electric trackless trolleys.

Does the overhead train still run through it? I heard it was taken down.
