Shooting enemy combatants who surrender has generally been discouraged, the reasoning being that it would encourage the other side to shoot our soldiers, such as Jessica Lynch and that other gal that nobody remembers on account of she was black.

Personally I don't trust members of the military to decide who gets to live and who gets to die, but that's just me. I can see where someone might be in favor of giving troops the authority to summarily execute people, there are several historical examples where that approach had the desired effect.
