the entire exercise of the SHO list appears simply a continuation of the naked shorting scam. if the list didn't exist, nothing at all would be different.
there are several securities that have been on the list for months! apparently there are no consequences whatsoever if one 'fails to deliver'. the securities in question simply become fixtures of the SHO list, and that's that. nothing else happens.
