Problem is that it's a negative feedback sort of situation. You ratchet up the death count dramatically (assuming for the purposes of argument, of course, the normal rate of incidential civilian deaths maintains, so civilian deaths increase in lock-step with the increase in targeted deaths), and then you just increase the political blow-back, and the success for terrorist recruitment efforts. Shooting yourself in the foot EVEN HARDER is hardly a suggested approach for achieving good health. :)
