Even though Vichy was pacifist, it was not leftist since it was cooporating with the Nazis. She may have meant the popular front from 1936-1938 in France which was leftist and was more concerned with domestic improvements than arming against Hitler. They also had the problem of old fart generals not listening to new fangled ideas about tank warfare (ideas put forth by de Gaulle and others). Instead they invested what they did in the Maginot line.
