The pandemic should be viewed as a security threat and pursued actively. The technology exists to make vaccines several ways from the selection of the antigen to the scale up.

The government should be pursuing this as well as scale-up of antivirals. Tamiflu is the only widely available antiviral, but others are under development.

Widespread surveillance is required.

WHO has just been approved to get broader powers of inspection and monitoring (including e-mailing scientists and making disease like avian flu reportable). All UN members (including the US and China) have signed off on it, but it could take 2 years to implement. It should be implemented NOW.
