How could you know that? With no verifiable audit trail possible....

That would be a nice start. Mandating full audit trails would be the most important change though.

(IMO, either using an open-source operating system and application code... or else at a bare minimum submitting all code to independent experts for verification and certification, and then locking down changes prior elections would also be useful steps to take to make fraud more difficult and increase the public's confidence in the elections process. Banning convicted felons from running voting machine companies would seem to be necessary too.)
