Actually I took that from a White Paper written by Groupe Evariste ad agency which was incorporated into a Liberal Red Book on "Regional Economic Strategies for a Greener Tomorrow". We may assume as always in gov't. policy papers that the colour green refers to the lettuce flow into "gen. rev." and the party war chest in order to keep CDA "unified"* and a one party state.

It's just straight government policy with ever so slight colouration dictated by slight partisan influences.

I am glad some one finds it amusing. Gov't money burning cause enough tears to many.

* unified - adj. in CDN politics where divisive groups squabble continually over issues that are brought up in order to scare voters into siding with the groups who allege to have the solution to the issues (never revealed) i.e. a re-election technique. Has the side effect of exacerbating the divisive issues in question and maligning the groups involved.
