What u are proposing can not be called "flat tax".

I think that you two are haggling over nothing.

take your deductions and exemptions for child & family care etc, but arrive at a net income, and pay your taxes at a flat rate, regardless of the amount of net income.

If, by taking your deductions and exemptions, you end up not having to pay taxes at around $30K in gross income, then you guys are talking about the same thing. I don't think that John means that you start paying a flat tax at $30K of NET income.
