Removing the cap won't do a lick of good unless you stop paying the upper earners for the increase when they retire. Which really exposes SS as a welfare program.

Actually, eliminating the cap took care of something like 40% of the problem because of increased revenue. That's the problem that starts appearing sometime in 2042 or 3 or 4 or 5. Depending on economic assumptions from here to there for which no one can reasonably predict their compounding effect.

It should be obvious that the point of all this heavy breathing on the part of the Bush folk is to eliminate SS. Not to repair SS.
