Food stamps, medicaid, and section 8 housing are also social insurance programs.

I think of those as welfare programs which illustrate the political difficulty of all welfare programs, not enough political strength to survive mean spirited attacks.

I think of social security as social insurance because everyone receives it and, as such, that helps provide a strong political base to keep it at reasonably decent levels. Witness the current debate for one thing. And contrast that with the debate we will or won't have about medicaid. It will all be about the states' ability to pay, and welfare cheating, rather than what is the proper level of treatment to provide.
