not everyone is capable of contributing to income tax. that is why we have social programs for them. Now there certainly are abuses in social programs , among many other federal programs but it no reason to take money away from low income earners who can use the money to support themselves or families.

i wonder if tax study is looking at some break even point on tax payments and raise the bar. At some point it must cost more to process these people in the system than the tax collected.

oh, i also processed tax forms for numerous people because if they didn't file they wouldn't get their withholding back. so they do not owe taxes ,, any,, but have to file tax reports to get their own money back. A lot more administrative cost and cost to these people if they do not know how to complete a tax form and go to H & R block. Then H & R block rips them off saying we can give you your rebate right now and hits them with a huge charge to give them money up front vs waiting three weeks.
