I thought the same thing. Also, Europeans and others may feel that a weaker central Government will be less likely to mess around with the economy and to cause damage. Failure to pass the Constitution could be perceived as bullish.

Otoh, it may well turn out to be exactly the other way around. This is a good example of how hard it is to trade based mostly on FA considerations.
