But that contradicts nothing that I said. It is natural and normal to consider the reactions of others and to be nervous when an outlier.


But once again you've ignored the main point. The US did consider the reactions of others (no way would Bush have wasted six months at the UN if he didn't); they just judged the situation very differently. They considered that the others were content not to notice or tackle the threat, confident that either it wasn't much of a problem, or, if it turned out to be a big problem, why then the US would do any fighting that was necessary.

When the others are not independent agents, but carping free riders, that changes the calculations also.
