What is important is perception.

The perception is a given, I think. What is important is how widespread it is and how strongly it is felt. There are lots of people who have perceptions about lots of things. There are people who perceive that school vaccinations are a plot to destroy the black race. But there are just a few of them. There are people who perceive that flu shots save lives. There are lots and lots of them. Which issue is likely to trigger system change? The perception shared by lots of people.

I don't know any better way to estimate how wide this population is other than by counting the noses of Fox viewers. There probably isn't one so I didn't expect you to have any suggestions. Just trying to point out that Fox viewers aren't a very big number in the grand scheme of things. Loud, but not big.
