I can think of a few other questions, such as:

1) How does the process improve fuel efficiency?
2) Are there any scientific studies to back up this claim?
3) What is the background and reputation of the inventor?
4) Is this a hoax?

The only question is how believable the claim is. I see no themodynamic reason for changing the metalurgy to increase fuel efficiency in that manner.
