I think the explanation is that the US is still perceived as more stable than most other countries. Foreigners feel that the US Government will continue to be able to squeeze out from the taxpayers enough money to preserve the value of the paper.

For us, this means an opportunity to continue having cheap financing for our dept (and, unfortunately, a chance to keep increasing it).

It seems that the entire planet decided to store their wealth in the form of claims against our children's and grandchildren's tax dollars. I doubt that this will end well.
