Iraqis are indeed killing Iraqis. However, I don't consider the level of hostilities big enough to be considered a civil war. Only a portion of the Sunni minority supports hostilities against the government. And that portion seems to be declining.

Furthermore, many of the hostilities are committed by non-Iraqis jihadis. The biggest name among the anti-Iraqi government forces seems to be Zarqawi who is a Jordanian.
