Impeachment first step is to replace the Delay congress.

Junior should be impeached even if he manages to sneak out of town with his DeLay cover. It would send a nice precident to impeach him when he is an ex-president and so strip from him any pretense of immunity for his war crimes. Then he should be sent to the Hague never to return.
