Average income is definitely high. But even looking at a "normal" (i.e. not a heiress, but working full-time) person such as myself - electricity & gas bill of about EUR 200 per quarter (EUR 800 per year) does not make up even 1% of my base salary. For someone living alone, this bill would be much less. [other utilities like TV cost very little, so not counting them here]

Even for someone who makes EUR 1,000 per month (which is slightly above the lowest possible rent, for a 20m2 studio apartment), EUR 800 per year would make up under 7% of his net salary, which is still a very low level if we are to think of it as "tax".
