US citizen ends up owing zero US taxes IF AND ONLY IF he pays taxes in his country of residence (which has a double taxation treaty with the US) that equal or surpass what he would be liable to pay in the US. In Monaco, there are no taxes for US citizens to pay, so any American resident of Monaco has to pay taxes in the US. Same for other tax havens.
