Well, I don't like the idea of bounties for the rank and file, because it is too easy to deceive and American soldier into believe they've caught an Al Qaeda member when it is just some innocent Muslim. But I agree with you on the borders. If we had a sufficient presence of ground troops in Iraq instead of only 150K, then maybe we'd be more effective and policing the borders and crushing the insurgency. This war was done on the cheap and we had to do it alone, and we are paying the price now.

It should also be feasible to watch the borders.

Plenty of experts from now defunct "German Democratic Republic" (East Germany, biggest jail in the world with water tight borders) and specialists working on the Mexican frontline problems should be called on to keep that vermin out.
