We removed the power that held the place together and we underestimated the consequences of such an action. Introducing a high level of violence while not providing the basic services like electricity required by a modern society did not help. Hence, we are responsible.

So are you in the camp that believes the current mix of Iraqi people CANNOT govern themselves in a reasonably stable, open environment? That's the implication to me of the above statement.

Note how I ask if that's your view, rather than tell you it's your view?

As for introducing the high level of violence, that's the responsibility of the killer insurgents, correct? And it's they who are to blame for the current violence in Iraq, correct? Or do you believe that those that kill Iraqis with suicide car bombs are not responsible for their actions - the coalition is responsible for their actions?
