The opposite of Bush's. You want to know what Clinton was pushing just look to see what Bush's plan has outlined. Clinton was against drilling in ANWR while improving car mileage. Bush's is for drilling and says little to nothing about car mileage.

I ask not to be sarcastic, I just don't know much about it. Does it place a large emphasis on conservation and alternative fuels?

There was some of it but not as much as conservationists would have liked. For an example, I believe the hybrid tax credits came out of the Clinton administration but its barely of any value.

What progress was made under the Clinton plan?

Like I said, not as much as I would have liked. Clinton tried to get consensus from the GOP before submitting legislation for approval to Congress. Since the GOP for years did not believe in global warming, you can imagine who watered down Clinton's legislation would get. However, Clinton was willing to get something instead of nothing.
