The "proper legal authorities" would have been the Attorney General of the United States, at that time John Mitchell, who authorized the Watergate break-in, paid for it out of a secret slush fund, and did time in federal prison for that.

The Romans had an apt expression, "who will watch the watchers?"

It puzzles me that Felt is being castigated because he took down a Republican president. That president, and his staff, were corrupt. Corruption in office is intolerable, regardless of the political views of the individiual. Republicans don't get a "pass" that allows them to commit high crimes and misdemeanors.
