Hi Ray - The parts that are good at deception have to work hard to make up for the parts that -

-Post a black CIA case officer to Sweden
-Send large numbers of new CIA officers to Mexico who couldn't speak Spanish (I had to talk to someone who knows to get this confirmed - I really had a hard time believeing it)

There is evidently a large slice of the intel community which has competency and management issues.

As for the devious elites, I think the majority of their efforts go into hiding from US public scrutiny and decieving Congress, Inspector general, GAO, and whoever else is assigned to watch them. The track record for decieving potential adversaries isn't that great....

I think we may be seeing the same thing from slightly different viewpoints.

So between the groups running drugs and selling shoulder fired missles to extremists, the the clueless sitting in a bar in Chiapas wearing sunglasses and trying to master the "Mas cervaza" part of their phrase book, who is doing the foreign intelligence job ?
