What do you suppose might have changed if Nixon had known very early on that this wasn't going to be covered up which he would have known had Felt gone to his boss. I've always said if he had come clean early rather then trying to hide it he likely would have finished his term.

I do believe that Felt's boss (even with the most profound political bias) would have recognized it was not something to ignore. If the FBI deputy chief knows something, plenty of others already know about it too.

Yeah, they knew about it all right.

I don't think that there was anyone in his up-chain who was not party to it--right up to the President. That's what made this such a big deal and his position so unique and difficult.

I agree with you that there are protocols to follow for this sort of thing--under normal circumstances, but if every avenue called for by the protocol is in on it, well, that calls for independent thinking.
