Of course.

With dogs, you should not beat them and when you no longer want them, you must take them to the Humane Society where they put them to death humanely.

With insurgents, innocent or not, you may beat them, commit sexual perversions upon them, scare them, torture them......in other words, use them as play things and as a fulfillment of all sorts of fantasies until they die due to your mishandling.

As you might of guessed, dogs are higher up on the food chain.
