I didn't say "to the wheel" but "behind the wheel". But you can turn the wheel without moving your hands. They are speculating whether it's to prevent changes of heart, or as an aid to help the bomber keep driving even after his intended targets shoot him.

So determined are the car bombers to reach their targets that some have their hands taped to the steering wheel and a foot taped to the accelerator in case US forces shoot them dead as they approach.
