congress energy bill can open up coast of south carolina?

wonder why the state won in the courts to stop drilling off the coast about 15 years ago . mobil, had millions in contracts with gov to explore for natural gas off south caroline shore. they eventually got their money back a couple of years ago after going through all the courts.

are we to get excited that the states will not fight this energy bill?

I am pretty dubious about anyone finding any hydrocarbons off South Carolina or Virginia. None are found onshore, as far as I know, and it was the onshore discoveries that led to exploration in the Gulf of Mexico. I think maybe the seafloor expansion of the Atlantic has released all the gas and oil from the sediments rather than trapping it. From time to time there seem to be huge underwater landslides.
