Actually Nixon resigned instead of being impeached. Clinton then gets impeached but not removed. Impeachment is an odd duck but it's not a legal proceeding but a purely political one.

Therefore, unless the Republicans in the House revolt against their party's leaders, it's a no go. What would it take for them to do so? IMO. Public pressure. What would it take for public pressure? IMO. General draft or something equally earth shaking for most Americans.

Maybe someone has to make a Hollywood Xmas blockbuster about the Iraq was with someone really comical playing Bush. Maybe the Republicans in the House can be shamed into impeachment. Maybe they have to be ousted from the House.
