The Cruise Ship lines developed Franklin Street in Juneau, but you could hardly call that beach, although it's just a stone's throw.

SE Alaska is protected by the major land owner, National Forests. There are also Coastal Zone Management laws that regulate what can happen any where near the salt water.

I think it is only a matter of time before developers move into other private lands that can be developed. That would include Native lands.
