For a major oil company, there is little problem with sitting on an oil or gas deposit for many decades until the rising price of oil:

a.) improves the economics of the project;

b.) creates increased demand for the project which offsets concerns for many;

c.) provides such a large economic surplus that more expensive mitigation measures can be afforded;

d.) and the progression of technology makes better production techniques available.

In the 1980s I worked on projects which Chevron first began in the 1930s. Nothing unusual with that.

Major oil companies do have a problem when a corrupt President directs his government to steal their project while they are patiently waiting.

Interesting that the very well-documented conclusion of the paper is that there should be no offshore drilling, at least not now. I never saw a report that took so many things into account as thoroughly as this paper does. It makes me proud to have someone like the author as a fellow citizen.

Sure beats the hell out of the trash published on the White House web site, though I probably should let politics alone.
