I encourage you to talk to any number of seriously addicted folks (one of the 1 in 10 I keep referring to) and see if that's the way they see it.

I am not discounting a relationship between alcohol abuse and crimes, but the only thing marijuana causes is a bad case of the munchies and a tendency to laugh at really stupid jokes.
