True, but given the nature of governments, any controls on birth rate might most likely be a form of tax. For example, I read today that GB is working to put in place a new road tax that will use satellite technologhy to charge drivers for each driven mile. Surely, it would not be that hard to track heat sources in each house and thereby charge a tax on each minute of coupling - tax revenues plus birth rate control - can't miss! -ng.
