Yes, and the French still do it.
I'd hate to end up with their army.

Yet, I think the idea has some merit. We have a substantial number of recent legal immigrants in our Armed Forces now.

And we have in the past recruited quite successfully in the Philippines, especially the US Navy.

Besides that, the last big overseas recruiting drive that I'm aware of was in the refugee camps located in Austria at the end of WWII. We took some of the most experienced partisan fighters from a number of countries.

Trivia: American Special Forces was founded in 1952. I understand as many as 25% of the original Green Berets came from those Austrian refugee camps.

One of them called me this weekend to confirm I'll be at the Special Forces Convention later this month.
