The concepts are great - but a principle of reinventing government to be efficient and effective for everyone reminds me of saying that everyone in the US would be healthier if everyone were fit. Sure they would, but how do you get there? Ban junk food? Mandate exercise? Stick to awareness campaigns and hope behavior changes (which has had some limited success)?

Evaluating and reinventing a $2 trillion organization in the face of hundreds of entrenched interests is a similar undertaking. My beef with sticking to concepts is that they won't be implemented short of some government epiphany where everyone says oh my God, we've been doing it all wrong the last 70 years since this whole federal edifice was created.

I would say that you may get a majority in favor of your concept, but the messy little details like how you actually get it done will be a 600-pound gorilla that squashes your concept flat.

Maybe I am just a cynic.
