TP, There are many things left to develop as that fetus must double in size before the timer rings.

Lots of development still occurs even after birth, as that "mass of cells" continues to grow and grow all the way until adulthood.

And even so, adulthood is no guarantee of full development. For instance, look at those who defend the guilty over the innocent as examples of people whose brains will never fully develop.
