If it is a world governmental body, then the source or cause of the mess shouldn't be nearly as important as the need to "clean it up" as you write. If the UN is supposed to improve the lives or Iraqis, then they should contribute to the rebuilding of the country, end of story.

The US is responsible for security in Iraq, and it's impossible for either the US or the UN to rebuild until there is security. Do you have any idea what would happen to a large UN humanitarian presence in Iraq right now? The US wouldn't want them; they don't have the boots to protect them.

Now if you are proposing that a UN peacekeeping force replace US troops in Iraq, that was proposed a long time ago and rejected by the Bush admin.

And if the UN is a "world governing body" as you say, maybe the Bush admin should have listened when they said "let the inspectors finish their work".
