There is a big difference between talking about a true utopian notion, and talking about something that would be hard to pass through congress.

Each step in this chain is not small.

Vision of utopia that has no real connection with reality
Idea that could work but could never get passed
Idea that is not likely to get passed any time soon
Idea that probably could not pass today but could pass if the political climate shifts.
Idea that could pass today.

Many of the proposals that would fall under the last group are minor and or borring, that doesn't mean that I'm saying we should ignore everything else but the first group.

A drastically smaller government would be in the 3rd group or at worst 2nd, depending on how drastic the reduction is, if you loose enough about the term "drastic" it could even be in the 4th group.
