Yes, they want to close the little ones and consolidate in the hands of the few. But the little ones don't matter. It's the big ones they can't afford to close. And the build-up in iron ore at the ports is called "hordeing" just before a major, pre-announced price rise in the commodity. They will work that off quickly, get shipping rates to decline and quickly place a slew of huge new orders.
