From: GM executives

Re: Thanks for all your hard work!

To all our valuable GM employees:

We sincerely thank you for your hard work and dedication to America's premiere motor car company, General Motors. Without you, GM would not be where it is today.

Recently we asked you to participate in an employee purchase plan that was unprecedented. We asked that if you were considering a purchase of a GM vehicle in the next several months, or even in the near future, that you make your purchase now. We extend special thanks to those that acted. Not only did you benefit from the additional time of ownership of quality vehicles from GM, you also contributed to the continued financial success of this wonderful automobile company.

Again, we extend special thanks to those of you that came through and purchased, or encouraged family and friends to purcahse, quality GM vehicles.

Oh, by the way, 25,000 of you are fired.

Sincerely,
GM executives

I was asked this question but I am clueless.
Do you have any clues?
Here goes:

Have you ever heard, or do you know anything about 'agency step-up notes'?
